  1. “Look at Me!”: The Public and Digital Political Campaigns of People With Disability During Chile’s Sociopolitical Crisis

    In a context of multiple crises, an important number of people with disability competed to participate in drafting a new constitution in a remote Latin American country. Their experience shows how the way of looking at disability is structured. Based on interviews with candidates to be members of the Chilean constitutional convention, the study examines how they react to contemptuous, deindividualizing, and assistencialist ways of looking that devalue, invisibilize, and cancel them. However, both on the streets and in digital networks, they deploy strategies to counteract this “distribution of the sensible.” An adaptative strategy seeks assimilation through a “we are not different” and “we are equally capable” response to looking. A second strategy, based on differentiation, seeks to build recognition of uniqueness, with candidates hoping to receive a look that recognizes them and allows them to position themselves as leaders to follow: “I saw you, I recognize you, I follow you.”

    Known as “Lame Pedro”, he was arrested in La Pincoya, near his home and in the presence of several witnesses. The arrest was carried out by Carabineros and civilians traveling in a private car, as part of a raid for a robbery report. Several people were arrested and taken in the same vehicle to the Conchalí police station. None of them were recorded in the check-in book. Upon learning of this, Pedro’s mother immediately arrived at the facility demanding his release and carrying his crutches; she explained that without them Pedro could not walk. Later, all the detainees were released, except Pedro, who has been missing since that day.

    A patrol of carabineros, military and armed civilians raided Raimundo’s house, causing destruction and violent arrest. Raimundo used crutches and was taken from his house, taken in a municipal van along with two other detainees to a path that leads to the confluence of the BioBio and Quilmes rivers. At that point, they were taken out of the vehicle and shot with firearms and their bodies fell into the riverbed. They have been missing since that day.

    At 10:00 a.m. a patrol car arrived at the Leveque Carrasco family home where eight Carabineros descended. Without a warrant they raided the home and violently detained the brothers Rodolfo and Raul Leveque. They were taken to the street at the point of machine guns and shoved, and then taken to the 3rd Police Station in Rahue from where, according to witnesses, they were taken that same day. Their father, the next day, opted to go to the police station to be arrested to see his sons, but they had already been taken out of the barracks. To date, the whereabouts of the Leveque Carrasco brothers are unknown. According to later reports, it is recorded that the brothers belonged to the Mapuche Nation.

    In the early morning of December 22, 1973, military troops went to José’s house and took him into custody for allegedly stealing crockery. José insisted that the crockery was from his grandmother’s house. In spite of the family’s clarifications in favor of the minor and the fact that José had an intellectual disability, they took him away in a military vehicle to an unknown destination. That same day his relatives began their search for him without results.

    32-year-old worker, single, without political militancy, retired on disability due to a hip injury. Aurelio had a noticeable limp and needed help getting dressed. He was arrested in Copihue on September 16, 1973 when he was passing in front of the Carabineros checkpoint and was taken to the Parral prison. A teacher reportedly denounced him to several of her friends, for which he was already afraid of being arrested. On September 26 he was handed over to Army personnel and has been missing since that day. In a report of the Armed Forces issued by the Human Rights Dialogue Table, it is stated that his body was thrown into the Putagán River. The teacher who denounced him went to apologize to his family shortly after his arrest.

    Susana went for a walk through the Venceremos neighborhood, as was her custom, during the hours when the curfew was not in effect. However, she did not return home and could not be located despite the search that was carried out. Her family stated that Susana was particularly upset during those days, considering that she was living with a diagnosis of schizophrenia. Neighbors stated that the town was heavily guarded by members of the Rancagua Regiment of Arica. Despite the fact that the precise circumstances of her disappearance have not been proven, considering the background and paying special attention to the time and place, she was declared a victim of the prevailing political violence.

    Daniel escaped from the San Bernardo Hospital where he was being treated. In front of the Emergency Service he was intercepted by a military patrol. Once captured, he was shot. He was later treated and operated on at the same hospital, but he did not resist and died on the spot. Since the detention and the circumstances and cause of death are proven, it is confirmed that Daniel was executed and was the victim of an excessive use of force by agents of the State, with no political connotation.
